Wheezing Noise During Low Speed Turning

Well, Just after getting the Cavalier back from the dealership for a 700 dollar Brake Job, as well as a Wheel/Front End Alignment and A the replacement of a broken bolt that was causing the clopping noise that I described earlier. Now something new has popped up. Whenever I turn the steering wheel either when the car is stopped, or at <35KPH, I get this high pitched "Wheeeeeeee" sound coming from the column? It's lower pitch than the sound of the electric steering on the Maxx, but it's a new sound that has now only popped up... Any Insight??

Well consider that the pump is electric, it couldn't be the belt, but it COULD be the pump itself. While you're at it, check the fluid level.
