What they don't consider is cost. Yes, GM could very well make all their cars out of Aluminum saving weight while providing strength, however, that would bump something like the Aveo up into the >25k range.

Simple as pie.

FWIW, there are only two vehicles on the market right now that will meet the proposed 2020 CAFE average: the Prius and Civic Hybrid. Designers, engineers, and planners still have a long way to go...
