GM States Desire to be First to Profit from Mass Selling EVs.

Seems GM is focusing on lower the cost of the batteries sooner rather than later and to turn a profit from EVs. This brings up the question: With China pushing for such high numbers of EV to be sold in that country, could we see a faster decline of ICE auto's and a rapid rise of EVs?
