This won't take long to get moved into Politics..... Edmunds, how do you know that those sales "that would have happened anyway" sold the original car the customer was shopping for? If someone looking to trade in an old Explorer was out shopping for another Explorer, but the government incentive got them to buy an Escape or Escape Hybrid instead... then the program worked and your formula is wrong.

GM Sees First Monthly Sales Increase in 21 Months For the first time in 21 months, General Motors is on track to see its first monthly sales increase compared to the same time period a year ago, the company said today. While official results will be announced next week, all signs point to a good month, according to Mike DiGiovanni, GM's executive director of global market and industry analysis. "We're really having a good October," he said. DiGiovanni added that about 95% of the sales for the month are coming from the company's four core U.S. brands — Chevrolet, Buick, GMC and Cadillac. Chevrolet Cruze has been delayed General Motors Co. has decided to push back by about three months the launch of a critical new small car for its Chevrolet brand, a spokesman said. The auto maker had been aiming to launch the Chevrolet Cruze next April, but the company is pushing the launch back until at least July. GM spokesman Klaus-Peter Martin said the move is "to ensure a flawless launch" and make sure the Cruze debuts with an array of available options, including a variety of fuel-efficient engines.
