NSPD 51 defines a catastrophic emergency as “any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government function.” Notice the use of the word “or” above. In our current circumstances, it might be more relevant to read the definition this way: “any incident . . . that results in extraordinary levels of . . . disruption severely affecting the U.S. . . . economy.”

Well, actually, if you participate in this program, you have to promise a portion of any future profits on the sale of the house to the government. So if you let the goverment eat your $40,000 loss today but sell your house in 15 years at a $100,000 gain, the government gets to take $40,000 of that back. I made up the percentages, but that's basically house it works.
