Uh, that's not Cold Fusion. Cold Fusion is nuclear fusion at room temperatures, or within +/- a few hundred degrees F of it... specifically its the fusing of Hydrogen nuclei into Helium nuclei...

Breaking H2O is a chemical reaction called decomposition.
