It is not ethical or acceptable here in PA to write an estimate from photographs. No wonder he went through the roof, because he doesn't know what he'll run into.

I have a 24-speed Pacific USA "Strike" mountain bike with those grip shifters. It's been up on hooks in my garage since I bought my house, sadly. I think I took it down once, pumped up the dry-rotted tires, and rode around the neighborhood. Before I moved to PA, I used to ride it to a State Park about 7 miles from the farm. No major hills, nothing tricky, just a good ride.

I spose if gas isn't being fully burned because the ignition system is faulty, it can be dumped out the exhaust, contributing to a clogged converter. Camino brings up a good point too, it could need something as simple as a fuel filter. Does your mom go to the same gas station all the time?

A clogged up catalytic converter is not the car's fault, if that is what the problem is.
