The reason is of course that construction activity boosts the country's GDP figures, even though by any measure this is insane. Be skeptical of China's quoted growth--a lot is illusory.

Makes the exuberance that fueled the real estate bubble in CA, AZ and NV circa late 2000s look like a little burp.

This not an exuberance of over building ......... it's a goverment creating dangerously large false economy thats doomed to failer.
