Probably not legal, though. No taillights. Also, seems like it would be illegal to drive around w/ the dirty bits exposed (gas tank and filler, axle, muffler, etc...)

Not anymore so than a tractor trailer while deadheading... obviously taillights are an issue. I imagine its would be perfectly legal to have just taillights, license plate, a mansfield bar/bumper and either mud flaps or fenders.

Around here vehicles are given for free alongside things like a really expensive muffler just to avoid paying the Provincial taxes on the title transfer. This way, they can 'technically' declare its replacement value at its true book value, as opposed to being worth next to nothing.

We never cared about such things because most people insure their vehicles for as little as possible just to pay the smallest premium.
